Dependence upon incentives is evidence of a failure of leadership.

A leader will make it possible for people to listen to, support and execute the aims and plans of the organization.

A leader does not attempt to entice, make or force people do those things.

That is what relying upon incentives is—an attempt to make people do something they have not chosen to do on their own.
